It is the result of the reviews of business regulations such as IR35 that should be used to assess the government's progress, an expert has claimed, which could interest umbrella company users.

Kevin Green, chief executive of the Recruitment and Employment Confederation, claimed that the coalition's announcements on simplifying business regulations are all steps in the right direction but should be treated with caution until its track record is clearer.

"The rhetoric about less bureaucracy sounds great but we have yet to see much action. Ensuring that the Agency Worker Regulations are workable will be a major test of the government's resolve," he said.

Mr Green added that the direction which the coalition has chosen is good and it is important that this is backed up with action in these specific areas.

John Whiting, tax director of the Office of Tax Simplification, recently told Taxation that the fact that IR35 legislation is being reviewed does not necessarily mean that it will eventually be replaced.ADNFCR-2808-ID-800030571-ADNFCR
