CIOT: Tax law changes needed

The way tax law changes are implement needs to be improved, according to the Chartered Institute of Taxation (CIOT).It is calling for a wide-ranging debate on reforming of the way tax law is made, which could benefit freelance contractors and PAYE umbrella companies.
The CIOT pointed out that many facets of the process need improvement and said a key part could be played by a new joint committee on taxation.
Such a body would bring together MPs and peers to reduce the amount of badly constructed laws and ensure the system is fair to all taxpayers, it explained.
"The way tax law is made in the UK is deeply flawed," commented CIOT president Vincent Oratore.
"There is not enough expert scrutiny and there is insufficient parliamentary time to consider properly the effect that changes will have in practice."
Mr Oratore added that the CIOT will focus on the structural changes needed to improve the quality of legislation, rather than the specific elements of the laws.
